This article provides a fairly clear picture of a lot of the programs, work, and locals’ mentality here in Afghanistan. Read it carefully and then multiply it across the entirety of the country. The only part it doesn’t really address is that there are multiple donors in many of the spaces. They often have similar missions, but coordination across missions, work, resources, etc. is unfortunately lacking. Similarly, the priority of programs and outcomes often hasn’t been assessed so many things are truly out of whack.
